Health Assessment, and Evaluations

The review process at EBNI consists of a series of brief, focused, independent expert reviews that are conducted at critical decision points throughout the lifecycle of a project.

To ensure the successful delivery of infrastructure projects, it is necessary to conduct reviews that identify potential risks and issues. Reviews are facilitated by regular health checks that help identify issues that may arise between decision points. Health Check Reviews are conducted by an independent team of seasoned practitioners, including industry experts from the private sector, followed by engineering assessments of buildings and infrastructure to ensure project delivery in accordance with established principles.

Health check reviews are similar to deep dive reviews; however, they concentrate on a limited number of specific issues or terms of reference.

Development capacity

To help the government as an agency recognize important obstacles, encourage constant improvement, and build capacity in engineering planning, procurement, and construction, the assurance role disseminates insights and lessons learned.

EBNI annually publishes the Trends and Insights Report, which analyzes certification reviews to identify systemic issues and trends affecting delivery agencies, while also offering lessons learned across projects.

Project risk approach 

General government agencies and state-owned corporations are the entities that are responsible for developing, procuring, or delivering capital projects that have a value of twenty million dollars or more. The engineering framework applies to these projects.

These are the most important aspects of the framework:

A single point of accountability for independent assurance across all capital projects and programs that are vested in engineering, building, and infrastructure, reporting to the Premier of New South Wales and Cabinet;

1. By adopting a layered strategy for risk evaluation, we can concentrate on crucial aspects, ensuring optimal results for the government and fostering shared responsibility among CEOs and secretaries of delivery agencies.

2. By increasing the levels of scrutiny and/or interventions that are applied to projects as and when emerging risks are reported or discovered, improved reporting and data collection can be achieved through the development of a single reporting tool that is suitable for its intended purpose.

Risk assessment

To guarantee that the most complicated projects receive the attention they deserve during the assurance evaluation, EBNI is based on a risk-based approach. As the investor, the government receives regular reporting and is advised on the process, which is confidential to each project.

With the Assurance Framework, "red flags" can be raised and steps can be taken to make sure projects are finished on time, on budget, and in line with the goals of the Australian Government.

Ongoing project reporting

To support our comprehensive reporting process, delivery agencies are expected to provide EBNI with timely and detailed project information. This collaborative exchange ensures that our multidisciplinary team has access to the latest data, enabling accurate assessments and proactive decision-making. Reports are submitted by the relevant delivery agency following approval from the secretary or a delegated executive officer.

Regular project reporting is conducted on a monthly basis and disseminated to our multidisciplinary team. This consistent communication fosters an environment of transparency and continuous improvement, allowing for the early identification of issues and the implementation of corrective actions across all facets of the project.
